Atlassian Rovo vs Copilot vs Agentforce: Enterprise Agents
The short answer
Pick the agent platform that sits on the system your team already works in. All three have good agents; what differs is the data they see and how you pay. As of November 5, 2026:
- Atlassian Rovo — for software, IT and project teams on Jira and Confluence. Included in paid plans; metered in pooled credits; overage $0.01 per credit from December 3, 2026.
- Microsoft 365 Copilot — for knowledge work across Outlook, Teams, Word, Excel and PowerPoint. $30 per user per month add-on; Copilot Chat included free with eligible plans.
- Salesforce Agentforce — for sales, service and customer-facing agents grounded in CRM data. Consumption (Flex Credits, per conversation) or per-user add-ons.

Atlassian Rovo: included, then metered
Rovo’s allowance comes with the subscription and is pooled across the organization, so heavy users draw on light users’ share. Per user per month: 25 credits on Standard, 70 on Premium, 150 on Enterprise for Jira and Confluence; 250 / 700 / 1,500 for Teamwork Collection and Service Collection. Allowances stack across apps and reset on the billing date.
Atlassian announced the meters on September 2, 2026; allowance limits and billing take effect on December 3, 2026. Three meters apply: Rovo credits (Rovo Chat, Confluence AI Slides, Jira Coding Agent, Teamwork Graph queries), automation steps, and AI agent resolutions (outcome-based). In-line summaries, rewrites and Rovo Search remain free. Past the allowance, extra usage is on by default and bills at $0.01 per credit until an admin-defined cap; Atlassian’s own example is an org that uses 35,000 credits against a 28,000 allowance and pays $70. Admins get alerts at 80% and 100%.
Before December 3: open Atlassian Administration, check usage per app and per user, and set a spending cap or turn extra usage off.
Microsoft 365 Copilot: per seat
Copilot Chat, a web-grounded assistant, is included at no extra cost with eligible Microsoft 365 plans, and can run custom agents on a metered basis. The paid Microsoft 365 Copilot licence adds Work IQ, Copilot inside Word, Excel, PowerPoint, Outlook and Teams, and Microsoft’s prebuilt agents (Researcher, Analyst, Facilitator). Microsoft 365 E7 includes Copilot; Copilot Business is a separate add-on for organizations with up to 300 users. More advanced experiences, including Copilot Cowork, Code, Autopilot and the Work IQ APIs, bill by usage in Copilot Credits on top of the seat.
Salesforce Agentforce: priced per action, conversation or user
Agentforce is the most flexible and the most complex to budget. Customer-facing agents are usually bought per conversation ($2) or with Flex Credits ($500 per 100,000 credits, charged per action). Employee-facing use can be unmetered on licensed users through add-ons ($125 per user per month for Sales, Service and Field Service; $150 for Industries), or Max Edition from $550 per user per month with 2.75 million Flex Credits per org per year. The $5 Agentforce User License gives every employee access but still needs Flex Credits.
Which to pick
- Engineering, IT service and project teams: Rovo. The allowance covers light use, and the Jira Coding Agent and Teamwork Graph are Atlassian-only.
- Company-wide knowledge work in Microsoft 365: Copilot. Start with free Copilot Chat; license seats for the people who live in Outlook and Teams.
- Customer service and sales automation: Agentforce, priced per conversation for support volume you can forecast.
- All three: common in large companies. Connect them through MCP rather than buying one to replace the others, and meter each separately.
Credits are not comparable across vendors. Run one workflow (for example, triaging 100 support tickets) on each and compare cost per completed task.
