Quick Answer

Best Government Records Scanning Services: Chain of Custody

Published:

The short answer

For government records, choose the provider that can prove custody and quality on paper, not the one with the lowest per-page quote. As of October 21, 2026:

  1. Shortlist from GSA’s Multiple Award Schedule, SIN 518210DC (Document Conversion and Digitization Services), and check whether the vendor has added the “NARA-Compliant Digitization Services for Federal Records” subgroup that GSA created after NARA’s digitization rule. Conduent Federal Solutions, for example, lists GSA MAS contract GS-03F-0015V with SIN 518210DC.
  2. Write 36 CFR 1236 Subpart E into the statement of work — even state and local agencies can use it as the quality standard.
  3. Make chain of custody a scored requirement, with tracking, reconciliation and destruction certificates as deliverables.

Large national candidates to vet: Conduent, Iron Mountain, Access and Ricoh USA; for smaller jurisdictions, regional scanning bureaus on the same schedule are often faster and cheaper.

Why the rules changed the market

OMB/NARA memo M-23-07 (December 23, 2022) says that after June 30, 2024 NARA no longer accepts new transfers of permanent or temporary records in analog formats and accepts them only in electronic format with appropriate metadata. Agencies with paper backlogs therefore digitize or pay for compliant commercial storage. NARA’s 36 CFR 1236 Subpart E (published May 4, 2023) sets how permanent paper records must be digitized so the digital copy can replace the source.

What to require (Subpart E as your spec)

RequirementWhat Subpart E says
Project documentationIdentify the records in each project and account for all of them
Quality assuranceMeasure scanner/camera performance with reference targets; you cannot rely on equipment specs alone
Daily testsScan a reference target with grayscale, colour chart and scale at the start of each workday
Automated checks100% of image files open, display and match the specified resolution, colour mode, bit depth and profile
Visual inspectionRandom sample of at least 10 records or 10% of each batch, whichever is larger, or a statistically valid sampling plan
MetadataRequired metadata captured and checked for accuracy
OCRNot required — specify it separately if you need searchable text
DisposalSources destroyed only under a schedule or GRS, and only if the digitized records meet the subpart

PeopleBackground checks; clearances if records are CUI or classified-adjacent
ReconciliationBoxes, files and page counts received versus imaged, per batch
ExceptionsLog of missing, damaged or out-of-scope items with agency sign-off
DestructionCertificates of destruction tied to the records schedule item
SystemsWhere images sit before delivery, who can access them, retention of vendor copies

How to compare vendors

Subpart E quality plan and QC reportsHighA sample QC report from a past federal job
Chain of custodyHighWritten procedure plus an audit log sample
Contract vehicleHighGSA MAS SIN 518210DC (and the NARA-compliant subgroup) or a state contract

Run a paid pilot of a few boxes before awarding the full backfile; pilot QC numbers are the best predictor of the main job.
