Quick Answer

Document Extraction Providers That Run in Your Own Cloud

Published:

The short answer

If documents must not leave your network, you have four deployment models. As of November 2, 2026:

  1. Vendor-managed in your VPC: Reducto (Enterprise) and Unstructured (Business).
  2. Containers you run, even air-gapped: Azure Document Intelligence connected or disconnected containers.
  3. Open source you operate: Docling (MIT).
  4. Cloud-native service in your account’s region: AWS Textract, Google Document AI — data stays in your tenancy and region, but not in your VPC.

Prices and features read from vendor pricing pages and documentation on November 2, 2026. VPC and on-prem prices are quoted, not public.

1. Reducto — best managed extraction in your VPC

Reducto’s Enterprise plan lists VPC and on-prem deployments, custom SLAs, custom processing pipelines and dedicated on-call support. Below it, Growth adds zero data retention, a BAA and EU/AU data residency endpoints — enough for many teams that need residency rather than isolation. Public per-page rates for scoping: Parse $10, Extract $20, Deep Extract $40, Split $20, Classify $7.50 per 1,000 pages, with batch 20% off Parse and Extract, after $150 of free usage. Reducto also offers up to $5,000 in migration credits from another processor.

Pick it if you need schema extraction with citations, tables and charts, and want the vendor on call.

2. Unstructured — best for RAG ingestion pipelines in a VPC

Unstructured’s Business plan deploys as a dedicated instance or in your VPC, with multi-user accounts and full data isolation; it is SOC 2 Type 2 and ISO 27001 certified and HIPAA compliant. The SaaS baseline is $0.015 per page after 10,000 free pages, all features included. Its strength is turning mixed document types into clean chunks for retrieval pipelines.

Pick it if the goal is feeding a knowledge base or vector store, not field-by-field extraction.

3. Azure Document Intelligence containers — best for air-gapped sites

Microsoft ships Document Intelligence as Docker containers, and disconnected containers run without an internet connection. To use them you submit a request form and buy a commitment plan; commitment tiers are priced at a discount to standard pay-as-you-go. Microsoft recommends the v4.0 (2024-11-30) API for new work.

Pick it if you are a regulated or defence site with no outbound connectivity and already standardised on Azure.

4. Docling — best open source

Docling (MIT, an LF AI & Data Foundation project) parses PDF, DOCX, PPTX, XLSX, HTML, EPUB, images, email formats, audio and more into a unified DoclingDocument with layout, reading order, table structure, code and formulas. It runs on your own hardware with no licence fee and no data leaving the box.

Pick it if you have engineers, mostly digital documents, and a hard rule against third-party processing.

How to choose

  • Isolation required, want a vendor on call: Reducto Enterprise or Unstructured Business.
  • Residency only (EU/AU): Reducto Growth’s regional endpoints may be enough.
  • No network at all: Azure disconnected containers or Docling.
  • Budget first: Docling, then pay per page only for the documents it gets wrong.
  • Before signing: run 200 of your own worst documents through each candidate and score field accuracy, not just text accuracy. Per-page price comparisons are in how much document extraction APIs cost per page.
