Neutral AI Agent Oversight Platforms for Multi-Cloud 2026
The short answer
If your agents run on more than one cloud, the oversight layer should not belong to any one of them. As of October 2026 three products are built for that job:
- ServiceNow AI Control Tower — governance plus ROI: inventories any agent, model and MCP server, first- or third-party, maps them to the CMDB, and can stop an agent with a kill switch.
- Zenity — security: discovery, posture management and runtime detection across Copilot Studio, Agentforce, Bedrock and Azure AI Foundry, on SaaS, cloud and endpoint.
- MuleSoft Agent Fabric (Salesforce) — integration: Agent Scanners automatically find and register agents from Agentforce, Amazon Bedrock and Google Vertex AI into one Agent Registry.

How the neutral three differ
ServiceNow AI Control Tower treats every AI asset as a configuration item with lineage, owner and relationships, so the question “which business service depends on this agent?” has an answer. Its pitch is to the chief AI officer and CIO: discover, secure, govern, observe and measure value in one place. Choose it if you already run ServiceNow for IT and risk management.
Zenity is the security team’s tool. Gartner’s April 17, 2026 report AI Vendor Race: Zenity Is the Company to Beat in AI Agent Governance cited its intent-aware runtime defense, full-lifecycle observability across SaaS, cloud and endpoint, and shadow AI discovery. It watches what agents do — tool calls, memory access, data use — rather than only what they are allowed to do.
MuleSoft Agent Fabric solves agent sprawl from the integration side. Agent Scanners find, for example, an inventory-forecasting agent in Vertex AI and register it next to a support agent built in Agentforce, without manual entry. Its later expansion added a visual canvas for multi-agent handoffs, rule-based steps for critical actions and an LLM governance layer on AI Gateway for token spend and routing.
The cloud-native layer you keep
- Microsoft Agent 365 extends Defender, Entra and Purview to agents. Every agent with an Entra Agent ID appears in its inventory automatically.
- Google Agent Gateway sits in the request path of every agent interaction and lets Broadcom DLP, Check Point, Cisco AI Defense, CrowdStrike Falcon and Exabeam inspect traffic without code changes.
- AWS Bedrock AgentCore gives agents scoped OAuth identities, a Gateway for tool access and Policy for fine-grained control, billed per second of actual use.
Decision rule
- Most agents in Microsoft 365: Agent 365 first; add Zenity for non-Microsoft agents.
- Agents spread across three or more platforms, ServiceNow shop: AI Control Tower as the system of record.
- Security-led program, shadow AI worry: Zenity.
- Salesforce-centric with Bedrock or Vertex agents: MuleSoft Agent Fabric.
