Quick Answer

ServiceNow AI Control Tower Alternatives (2026 Guide)

Published:

The short answer

Stay on ServiceNow AI Control Tower if your IT service management, CMDB and approvals already run on ServiceNow. Otherwise pick the control plane that matches where most of your agents live: Microsoft Agent 365 for Microsoft estates, AWS AgentCore for agents you build on AWS, Google’s agent platform on Google Cloud, IBM watsonx.governance when compliance evidence is the deliverable, and a DIY gateway stack when you want no new vendor. Prices are as published on October 18, 2026.

What “multi-platform agent management” actually needs

Whichever tool you choose, check it covers five jobs:

  1. Discovery — find every agent, model and MCP server, including ones nobody registered. AI Control Tower’s 400+ connectors and shadow-AI detection are the benchmark here; Agent 365 is strongest inside Microsoft tenants.
  2. Identity — each agent gets its own identity and an accountable human owner. Agent 365 does this in Entra; AgentCore Identity is free when used through AgentCore Runtime or Gateway.
  3. Runtime limits — enforced, not advisory. ServiceNow’s AI Passport (announced October 15, 2026, with Nvidia as launch partner) rejected a $40 refund at runtime in its demo because the agent was only allowed refunds under $25. AgentCore Policy checks each tool call against your rules.
  4. Observability and cost — traces of what each agent did and what it cost. See best LLM observability tools.
  5. Kill switch — pause, restrict or revoke an agent’s credentials quickly. Pair any control plane with short-lived credentials.

Notes on each alternative

Microsoft Agent 365. Generally available since May 1, 2026. Each licence covers a person who manages, sponsors or uses agents; the standalone licence needs a qualifying base licence. It is the only alternative here with a public per-user price, which makes budgeting easy for Microsoft shops. ServiceNow itself added bidirectional governance with Agent 365, so the two can coexist.

IBM watsonx.governance. Built for the risk and compliance office rather than the platform team: use-case onboarding, model and agent inventory, risk and compliance-applicability assessments, and agent evaluation metrics such as context relevance and faithfulness. It does not run or route agents; it documents and monitors them.

AWS Bedrock AgentCore. A set of modular services — Runtime, Gateway, Identity, Policy, Observability — billed only for use. It governs the agents you deploy through it very well and says little about SaaS agents bought from other vendors.

Google Gemini Enterprise Agent Platform. The renamed Vertex AI agent stack, with an Agent Gateway (billing effective July 13, 2026) for agent-to-anywhere traffic. Strong if your agents are built with Google ADK.

DIY. An AI gateway (LiteLLM, Cloudflare AI Gateway or similar), OpenTelemetry traces into your observability tool, a secrets manager per agent and a written owner for each agent cover most of what a small team needs; see best secrets managers for AI agents.

The broader ranking of control planes, including OpenClaw Gateway and LangSmith Deployment, is in best AI agent control planes; vendor-by-vendor detail is in Agent 365 vs Agentforce 360 vs ServiceNow and trusted agent control plane providers.
