Quick Answer

Best GDPR-Compliant LLM Hosting for EU RAG Workloads 2026

Published:

The short answer

For GDPR-sensitive RAG, the provider matters less than the endpoint you call: most vendors route requests worldwide unless you pick an EU-bound deployment. As of October 13, 2026, the EU-bound options are:

The trap: global endpoints

Every hyperscaler now defaults new models to a global deployment, and global means no residency promise:

  • Google states that requests to a global endpoint “may be processed in any Google Cloud location around the world.” EU processing requires a jurisdictional multi-region endpoint.
  • Azure launches new models as Global first, then Data Zone, then single-geography types, with no guaranteed date for the later ones. A new model you want may not exist in the EU data zone on day one.
  • AWS offers geographic profiles (US, EU, APAC) and global profiles; only the geographic profile keeps processing inside the EU.
  • Mistral’s default api.mistral.ai has no committed location. Only the EU regional endpoint does.

Write the endpoint into your architecture decision record and log the base URL of every request, as Mistral recommends, so an auditor can see where traffic went.

Picks by situation

Open models, European vendor, lowest price: Scaleway. It hosts gpt-oss-120b at €0.15 / €0.60, Qwen 3.8 27B at €0.60 / €3.30 and the qwen3-embedding-8b model at €0.10 — a complete RAG stack (embeddings plus generation) on one French bill, with the first million tokens free.

Mistral models: Mistral’s EU endpoint. Same API, same models, inference in EU and EFTA data centres, 10% uplift on input, output, cache reads and cache writes. Mistral is explicit that control-plane data (keys, billing, analytics) may still live elsewhere; read that line into your DPIA.

GPT models under an EU boundary: Azure Foundry Data Zone. Data Zone Standard is pay-per-token; Data Zone Provisioned reserves throughput for steady RAG traffic; Data Zone Batch halves the price for offline re-indexing jobs.

Claude and AWS shops: Bedrock with an EU inference profile. You keep AWS IAM, VPC endpoints and CloudTrail, and accept paying about 10% more than the global profile.

Gemini: Google’s EU multi-region endpoint. One Provisioned Throughput commitment can cover the whole EU jurisdiction instead of separate regional allocations.

Getting under one second

RAG latency is dominated by generation, not geography. OpenAI’s latency guide puts it bluntly: cutting output tokens by half cuts latency by about half, while halving the prompt saves only 1–5%. So:

  1. Use the smallest model that passes your evals — gpt-oss-120b or Qwen 3.8 27B rather than a frontier model for grounded answers.
  2. Stream tokens so the first words arrive while the rest generates.
  3. Cap answer length and prune retrieved chunks before they reach the prompt.
  4. Keep embeddings, vector store and model in the same region to avoid extra round trips.
