Why 12GB matters

Apple’s third-generation foundation models come in two on-device sizes. AFM 3 Core is the ~3-billion-parameter model that every Apple Intelligence device runs. AFM 3 Core Advanced is larger and natively multimodal; Apple states it needs at least 12GB of unified memory, which is why Expressive Voices (natural-sounding voices with adjustable pace and expressiveness) and the higher-accuracy dictation are restricted to the newest Pro iPhones, iPhone Air, iPhone Duo, M4+ iPads, M3+ Macs and the M5 Vision Pro. Everything else Siri AI does — including the conversational assistant, personal context and onscreen awareness — either fits in AFM 3 Core or runs on Private Cloud Compute, so an iPhone 15 Pro gets the full assistant.

Software and settings requirements

Apple attributes the gap to “regulatory requirements,” the same phrasing it used when Apple Intelligence’s iPhone features first skipped the EU in 2024 under the Digital Markets Act’s interoperability obligations. Mac and Vision Pro are not designated gatekeeper platforms under the DMA, which is why they are unaffected. The rest of the iOS 27 Apple Intelligence updates (Photos tools, Safari features, Writing Tools, Image Playground) are available in the EU. Apple has given no date for EU iPhone Siri AI.
